With reference to Sir Henry Howard's Despatch No. 34 Commercial of July 14th last, I have the honour to transmit herewith translation of a written reply returned by the Netherland Minister for Foreign Affairs to a member of the Second Chamber on the 30th ultimo, in continuation of the reply reported in the aforesaid despatch, relative to the results of the Chinese Opium Decree of November 21st, 1908.
It will be seen that Monsieur de Swinderen recommends the perusal of the Report on this question compiled by Mr. Leech, Councillor to His Majesty's Legation at Pekin, as containing more relevant data than the Netherland Minister to China had been able to obtain, and as being the best report on the subject which has hitherto appeared.
